New England energy costs: six states, one expensive region
New England is the country's high-cost energy region on almost every measure EIA publishes. Its homes use the second-most energy per household of any U.S. division — 89.9 million Btu a year (RECS 2020) — and spend the most: $2,539 per household per year, the highest divisional average in the country. Electricity averages 21.90–29.35¢ per kWh across the six states, delivered natural gas $16.83–$21.90 per Mcf, and winter heat leans on heating oil and propane whose prices EIA surveys weekly.
Electricity across the six states
| State | Avg price, 2024 | Avg use / month | Avg monthly bill |
|---|---|---|---|
| Connecticut | 28.75¢ | 695 kWh | $199.66 |
| Massachusetts | 29.35¢ | 570 kWh | $167.20 |
| Rhode Island | 28.65¢ | 567 kWh | $162.40 |
| Maine | 24.29¢ | 550 kWh | $133.60 |
| New Hampshire | 23.40¢ | 619 kWh | $144.87 |
| Vermont | 21.90¢ | 574 kWh | $125.66 |
As a region, New England's residential electricity averaged 28.00¢ per kWh in July 2026 (Electric Power Monthly, Census division figure) — second only to the Pacific divisions. Low usage softens the bills: five of the six states use less electricity per month than the U.S. average of 863 kWh, because the region's big energy load — winter heat — mostly runs on other fuels.
Gas, oil, and propane in New England
Delivered natural gas (2024) runs from $16.83 per Mcf in Connecticut to $21.90 in Massachusetts — every New England state above the U.S. average of $14.50. And where the gas grid ends, delivered fuels take over. In EIA's survey week of October 19, 2026, the New England regional average was $6.112 per gallon for heating oil and $3.872 per gallon for propane — propane a full $1.18 above the U.S. average of $2.689. State-level survey prices are in the heating oil and propane guides.

EIA's Winter Fuels Outlook for 2026–27 forecasts Northeast households (the Census region that pairs New England with the Middle Atlantic) to spend, November through March: $879 heating with natural gas (−14% versus last winter), $1,637 with electricity (−3%), and $1,687 with propane (−15%). The full national and regional tables are on the winter heating costs page. RECS explains the stakes: at 89.9 million Btu per household, a New England home simply moves more energy through a year than a Pacific home at 57.4 — and pays the country's highest per-household energy expenditures for it.
