Electricity prices by region: the Census division averages
Between the state and the nation sits the region. EIA's Electric Power Monthly publishes residential electricity prices for the nine Census divisions (splitting the Pacific into contiguous and noncontiguous), and in July 2026 they ran from 14.61¢ per kWh in the East South Central to 40.76¢ in the Pacific Noncontiguous — Alaska and Hawaii. Every division was up on July 2025; the year-over-year changes below are computed from EIA's published monthly values.

- Regions smooth; states decide. The Pacific Contiguous average of 27.14¢ blends California's 33.61¢ July snapshot with Oregon's 15.97¢ and Washington's 14.71¢. Nobody pays the regional average — it is a climate-and-market summary, not a price.
- July is a summer snapshot. These are monthly figures, not annual averages; compare like months, and use the annual state table for year-level comparisons.
- The map is stable even when prices move. The expensive divisions (Pacific, New England, Middle Atlantic) and the cheap ones (the South Central divisions and the Mountain states) hold their order year after year — the gaps are structural: fuel mix, delivery costs, and market design, not weather.
